On invitation of the Belgian embassy in Kigali, Prof. Danny Cassimon discussed the main implications of the Rwandan government debt for the private sector.
The presentation focused on the topic of Rwanda’s public debt and its changing nature since the debt relief. The delegation thereby addressed a wide range of issues such as: the ‘new’ forms of debt, Rwanda’s recent issuance of longer-term local currency bonds and its 2013 Eurobond, the role of the domestic financial sector in mobilising longer-term development finance from both domestic and foreign sources, as an alternative to traditional donor aid or opportunities for and drawbacks to further development of the primary and secondary market for Rwandan government bond. The presentation finally focused on the specific implications of the Rwandan government debt for the private sector.
