What to do after the clean slate? Post-relief public debt sustainability and management.
Now that the major international public debt relief initiatives for low-income countries, that gained momentum from the mid-1990s onwards, are coming to an end, the time seems ripe to reflect on their legacy and to cast some light on the future. The aim of this report is therefore twofold. First, it summarises the body of evidence on the evolution and effects of past debt relief efforts, with a focus on the relief granted to Heavily Indebted Poor Countries (HIPCs).
